Bohemians latest new signing, Stephen O’Donnell, is waiting on international clearance. The former Arsenal trainee’s chances of playing are 50/50.
Brian Murphy (shoulder) and Mike McGinlay (ankle) will face late fitness tests.
John Paul Kelly should recover from illness to take his place in the squad.
Jason McGuinness got 10 minutes against Longford and may feature, while Dessie Byrne returns from suspension.
Mark Rossiter, sent off against Longford, will be suspended for the league game against Cork City.
Bohs are on the back of a bad run but Gypsies boss Sean Connor said: "These are the matches that I came to Bohemians to be involved in and there is no better match to concentrate the mind than Rovers."
For the Hoops, long-term casualties Paul Shiels and Aidan Price remain sidelined.
Dave Tyrrell, who missed the Derry City game due to a bruised toe, is also out, while Alan Reynolds and John Martin are both cup-tied and are unavailable for selection.
"Ger O'Brien has a back problem, while Derek Pender and Tadhg Purcell both got knocks against Derry City, but all three should make it," said Hoops boss Pat Scully.
"We can forget about the league for this game. We need to be 100% concentrated as this one is all about who performs and who wants it the most on the day.
"They had a bad result the other night and there's talk that things aren't right, but the most important thing from our perspective is that we put in a strong performance.
He added: "It's a cup semi-final, so you'll always need a bit of luck – but I'll be expecting us to concentrate for the 90 minutes, and extra-time and penalties if necessary."
