A review of Ireland's performance at the Beijing Olympics has concluded that Ireland is still underperforming compared to other similar countries, despite the three-medal haul.
The report by Genesis was commissioned by the Olympic Council of Ireland and was separate to one conducted by the Sport Council.
The review also highlighted the fact that the Institute of Sport is not yet fulfilling its role. It also backed the OCI's claim that the organisation has been prevented from contributing to the Sports Council's planning.
Genesis managing director Alistair Gray says there was a failure of ambition and planning outside boxing.
