Justin Bieber is calling for tougher rules to rein in the paparazzi after the death of a photographer.

A 29-year-old, who has not yet been named, was killed after being struck by a car shortly after taking pictures of the pop star's white Ferrari.

Bieber, who was not in his car at the time, released a statement saying his prayers are with the photographer's family.

The singer's statement said: "While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim.

"Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."
