Health Minister Leo Varadkar has described as "ridiculous" claims the Coalition is trying to sneak in water charges legislation.
The measures - including one which states that a person cannot sell their property unless water bills are paid - are going through as amendments to environment legislation next week.
Minister Varadkar said that the Government has been open about these measures and the legislation.
"The suggestion that we're trying to sneak it in is kind of ridiculous," he said.
"The Bill is published on the world-wide web for anyone to read who wants to and there's going to be an extensive debate in the Dáil.
"The Dáil is sitting I think 'till pretty much 10pm every night next week, or at least through to Thursday night.
"So it's being published in the normal way; there'll be plenty of opportunity for amendments and plenty of opportunity for debate."
