Health Minister Leo Varadkar said the Government has heard the clear message sent by anti-water charge campaigners.

Minister Varadkar said changes to the water charge regime will be made over the coming weeks.

His comments come as reports today suggest that Government may be planning a two-tier system for the charges.

Households are likely to be paying between €80 (for a single-adult household) and €210 euro a year, after the €100 support payment is taken into account.

The capped bills are likely to extend into 2017 and possibly even the following year, for households registered with Irish Water, The Sunday Times reported.

Minister Varadkar said the Government is listening to people's concerns and changes to the system will be revealed soon.

"The people who did go out and protest in their very big numbers sent the Government a message," Minister Varadkar said.

"And we've got that message, and we hear it, and we are going to make some changes to the water charges regime in the next week or so.

"But there is no place, in my view, in a democratic society, for intimidation or bullying or violence."
