Unions at Bus Éireann will meet later to decide their next move in a long-running row over reform of the company.
The firm is expected to record multi-million euro losses at the end of this year after losing more than €5m in 2015.
Last night, unions met with the Labour Court while Minister for Transport Shane Ross said Bus Éireann is in a critical financial situation.
The NBRU's Dermot O'Leary says the situation has been allowed develop for too long.
Mr O'Leary said: "But it's in trouble because of a policy pursued by his department and implemented by the National Transport Authority.
"The resolutions to the problems at Bus Eireann are not between Bus Eireann management and the unions necessarily, they need to involve all stakeholders.
"By that I mean not the Minister himself, but certainly the department has a role to play."
