Transport bosses are considering a plan to extend the Luas on the north side of Dublin City.
It is believed the plan could replace the stalled metro north project.
According to the Irish Independent, the National Transport Authority is considering a plan extending the new Luas cross-city line to Finglas, Ballymun and Swords.
It would mean abandoning the Metro North project.
The extensions being examined are along the Finglas road, Ballymun road or Drumcondra road and a 2km tunnelled section between Cabra and Ballymun.
The idea will be contained in a report due to be presented to the Government next spring.
The NTA has already proposed a bus rapid transport scheme but admits that would not cater for demand in the long term.
The Minister for Transport, Paschal Donohoe, said he will have to carefully consider any options for the extension.
"It's a really essential decision … we have to be able to give a very strong public transport option in the future for a part of our city … that's already growing fast, but will grow even faster in the coming years."
