The country's main teacher unions have threatened to withdraw goodwill as part of their campaign against the new Croke Park deal.
The Teachers Union of Ireland said that it will consider taking back voluntary and productivity measures as part of the first Croke Park agreement, but says it is not considering strike action at this stage.
Teachers met in Dublin earlier, to call on members to reject the proposed pay and pension cuts.
Some coming out of today's meeting vowed to fight the cuts, which they say are unfair.
"I think some action will have to be taken," said one teacher.
"We don't know what form that will be, nobody's discussed exactly what that would mean, but we can't take more hits."
