Taoiseach Enda Kenny will travel to Brussels later as EU leaders try to cut a deal with Britain to prevent a so-called "Brexit".
British Prime Minister David Cameron is hoping to secure a deal that he can put to a referendum.
The Cabinet will meet this morning to discuss the issue.
The Taoiseach said he is confident a deal can be struck.
"Obviously, the 15-poage document that has been circulated includes the four propositions, the four baskets from David Cameron," he said.
"It's my view that these can all be dealt with.
"He himself has said that he would be quite happy to arrive at the objective by a different route maybe than has been proposed here.
"He's not looking for treaty change."
