The Garda Representative Association said it still has no confidence in the Justice Minister.

Alan Shatter has not been invited to address the GRA annual conference - for the second year running.

Rank and file Gardaí are gathering in Killarney in Co Kerry this evening for the three-day meeting.

"We made a decision last year not to invite him last year because the force had no confidence in him," said GRA President John Parker

"Nothing has changed in the last year. It's not that we took a vote not to invite him - a person asked 'are we inviting the minister' and [we asked] 'has anything changed in the past year?"

Parker said the issues around resources and Shatter's ministerial style were still among the main reasons for a lack of confidence in the Minister.
