The Minister for Justice, Alan Shatter, said the system for Gardaí to make complaints about alleged misbehaviour within the force is not working.
Shatter is answering questions in the Dáil about the decision to refer allegations of corruption in the penalty points system to the Garda Ombudsman.
He says changes to the law will be needed to ensure that in future whistleblowers can bring matters to attention quickly and effectively:
I think it's been proved that the confidential recipient system doesn't work," he said in the Dáil
I think it's unfair to those who raise issues of complaint, and it's unfair to the gardaí themselves - because when the gardaí fully and properly investigate a matter, it's still open to question."
