Spokesman Brendan Ogle of Right2Water, which represents a number of unions, politicians and activists, says reports that Government efforts to ease public anger, such as extending the flat rate period, will not be accepted by the public.
"We'll have a flat rate allowance for one year, for two years, now we might have one for till the next general election - and won't that be handy," he said.
"I think people have seen through that, and I think the only thing that will assuage the public anger at this stage is for the Government to stop the clock...and to say enough has been invested in this, the people have spoken, the people don't want it, the people don't respond to it.
"Let's go back to the drawing board."
