Car insurance companies are penalising emigrants for being out of the country during the recession, according to Cork TD Jim Daly.
He said some people who are now returning to Ireland are being charged thousands of euro for car insurance.
Deputy Daly said he has come across cases where the driver's previous claim-free experience of being on the road in Ireland is being ignored by firms.
"People who are - thankfully - coming back to Ireland … are experiencing difficulty getting their motor insurance," he said.
"They're being charged exorbitant premiums. Some people have told me their premium has gone up five-fold as a result of being out of the country for two years.
"Insurance industries clearly are not recognising that these people have significant years of claim-free driving experience. "
He is concerned it will prevent people from taking up jobs or possibly returning to the country altogether.
