Public servants should be given bonuses if they perform well, but lose their automatic pay increases every year, according to Renua.
The party wants to abolish the increments system as part of its new policy on public sector reform.
Party leader Lucinda Creighton says it is "not credible" that 99% of civil servants can claim to be high-performing.
She also says there is no reason that public sector unions should be able to block the plan.
Ms Creighton said: "Well, who's running the country? Is it the citizens? Is it the people that they elect? Or is it unaccountable trade unions?
"We've seen the farce in recent years of so-called performance reviews in the public service where 99.9% of public servants are deemed to excel at their job.
"That, I think, everybody would accept is nonsense."
