Quinn: Means-testing report due before Christmas

Education Minister Ruairi Quinn has said he hopes to have a report on means-testing grants before Christmas.
Mr Quinn said the timing would allow people plan for the introduction of a scheme for the academic year starting in Autumn 2013.
Under the plan, assets such as tractors on farms may be taken into account.
Minister Quinn said he believed the new approach was a reasonable one.
"What we're trying to look at is whether households that have a farm or a small business have the capacity based on those additional assets, plus the income that they derive from them, to fund education in a way that's different to, or additional to, that of a family where the only income is (a PAYE salary)," he said.
Mr Quinn previously said of the new scheme: "This is not about punishing any one particular section of the community: it is about trying to take the system that is deemed to be unfair by many people to make it more fair, but not to make it more fair in a way that causes damage."
