People returning to Ireland to care for family 'denied benefits'

People who return home to Ireland from abroad to look after sick or elderly relatives are being denied the Carer's Allowance because of government red tape.

That is according to the Carer's Association, which says the imposition of an "habitual residence condition" on carers is impractical, narrow-minded and unfair.

The Association says the measure was introduced to stop so-called welfare tourism and should not apply to carers who provide a vital service that saves the State money.
