Laws to close a loophole in the penalty points system should be in place next week.
An emergency bill to deal with the loophole has been passed unanimously by the Dáil this evening.
Transport minister Paschal Donohoe said the bill was strong enough to survive any legal challenge it might face.
He thanked opposition TDs for their help in getting the law passed so quickly.
"The reason I'm bringing in this piece of legislation...is to ensure that the integrity of a system that plays such a vital role in saving lives and reducing injury on our roads is maintained, and is robust," he said.
