The INTO, which represents 32,000 primary school teachers, will put the latest pay proposal to its members in the coming weeks, without making any recommendation.
The Teachers Union of Ireland and the Irish Federation of University Teachers are both calling on their members to oppose the cuts to pay and pensions.
INTO Spokesperson Peter Mullan said that there are pros and cons for primary school teachers.
