Former Minister Fergus O'Dowd says he will not be resigning from Fine Gael.
It follows a call from the Mayor of Drogheda for deputy O'Dowd to consider his position over Irish Water, which Mr O'Dowd helped set up.
Kevin Callan yesterday resigned from Fine Gael over water charges, just a day after an estimated 150,000 people took to the streets in protest at the issue.
However, Mr O'Dowd says his voice is strongest as a member of the party.
He said: "The key thing is this, there has to be change in Government policy. I believe, notwithstanding all of the things that have happened and gone wrong, there is still time for the Government to get it right.
"And I believe the best place for my voice is within the Government. With all my faults and all my failings, I believe that is the best place for me to argue for the people.
"Kevin doesn't believe that is the case and he has made his choice."
