Michael Noonan has been accused of ignoring letters from the Northern Ireland finance committee.
The committee's chairman said that he wrote to Minister Noonan two weeks ago, asking for his help in getting NAMA to appear for questions.
MLAs in the North want to speak to NAMA about the controversial sale of its Northern Ireland loan book, but Minister Noonan has yet to respond.
Sinn Féin's Daithi McKay is the chairman of the committee, he said that members will use all their legal powers to get answers.
"It's quite clear that some doors and some shutters are being pulled down in regard to this particular inquiry, what we are intent on doing is using our powers to ensure that those shutters are pulled up again, and that witnesses that are here before the committee are compelled to do something," said Mr McKay.
