The Taoiseach has ruled out giving Irish citizens out of the country a vote in Seanad elections.

Enda Kenny said the country could be potentially ungovernable if Irish residents elected one house of the Oireachtas, while emigrants elected the other.

He was speaking as Fianna Fáil officially tabled its bill to reform Seanad elections and give a vote to every Irish citizen worldwide.

The Taoiseach added allowing emigrants to vote could mean the government unable to do its job.
