The Oireachtas Transport Committee is beginning its scrutiny of the Road Traffic Bill 2015 today.
The legislation is intended to improve road safety and reduce accidents and fatalities.
Officials from the Department of Transport and representatives from the Medical Bureau of Road Safety will address the committee this afternoon.
The Road Traffic Bill 2015 includes increased measures to deal with hit and runs and roadside checkpoints for alcohol and drug testing.
Chair of the Transport Committee John O'Mahony said it will also tighten up the use of mobile phones and other modern electronic devices while driving.
"It's basically to cope with current society and what is affecting motorists on the road," he said.
