The Abbey Street and Jervis Street junction has been the location of 11 accidents involving cars and trams over the past decade.
The most recent was last week when a woman died after being hit by a car in collision with a tram.
Luas operator Transdev says the Red Line is riskier because its longer and passes through more junctions.
