Luas drivers have said that cyclists should not be allowed to wear headphones while on their bikes.
The appeal was made as gardaí in Dublin launched a new road safety campaign targeting cyclists, pedestrians and drivers.
The initiative, which runs for October and November, is appealing to road users to obey red lights.
Gardaí have already caught 155 drivers breaking red lights since an automated camera was installed at Blackhall Place in June.
Luas driver Michelle McDonald said that cycling with headphones is a huge problem.
"We have a lot of pedestrians, a lot of cyclists, who cycle out in front of us, walk out in front of us," she said.
"It’s a terrifying experience to see people walk out in front of us, we have to react straight away to that.
"People cycling with their headphones in is a huge problem for us, and cycling on the tracks [is also a problem].
"So really we wish people just wouldn't do that anymore, it shouldn't be allowed. They're not listening to the traffic, they don't hear the trams - trams are so silent."
