The Taoiseach said an announcement about a commission of investigation into the findings of the Guerin Report will be made later today.
The Government's response to allegations of Garda misconduct is dominating this morning's Cabinet meeting.
Frances Fitzgerald has brought a memo to Ministers, outlining her views on how they should respond to the Guerin Report, which is thought to include a review of her own Department.
Enda Kenny said the Cabinet will make a decision on a commission of investigation, but we won't see terms of reference today.
"We won't have those today, [but] what you will find today is, as the Minister's pointed out, a formal decision to have a commission of investigation," he said.
He said the decision would cover the structure and range of the commission, and they would be considering "terms of reference that would be appropriate for this investigation."
Minister Brendan Howlin, meanwhile, said the majority of Gardaí are in favour of transparency and oversight.
"The overwhelming majority of members of An Garda Síochána want to serve the public in an open and transparent way," he said.
"They deserve to have systems … that are appropriate now to a very changed world in the 21st century."
