The Taoiseach is in Brussels for a meeting of the European Council and a Euro Summit.
The EU's Climate and Energy Framework for 2030 will be the focus of discussions, with Enda Kenny expected to press European leaders to grant special concessions to Ireland.
It is hoped Ireland may be given some leeway on emissions targets when our dependence on agriculture is taken into account.
Over the next two days, EU leaders hope to agree the parameters of a plan to reduce greenhouse gas emissions between 2020 and 2030.
Economic issues will also be discussed, with the Ebola epidemic and Russia's involvement in Ukraine on the agenda.
