Irish Water have refused to reveal the number of people who have paid their water charges.
Speaking in the Dáil today, Dublin South West TD Paul Murphy said that he submitted a Freedom of Information request to Irish Water to find out how many people have paid their water bill.
The request revealed that the number of bills past their pay-by date then stood at 800,000 - but Irish Water would not confirm how many people had actually paid their bill because this "risked disrupting ordinary business".
Deputy Murphy said: "I think that you only way you can read it, and again, the refusal by Minister Bruton today speaking for the Taoiseach, to give the figures, is that levels of payment are on the floor, [is] that if they were to reveal those levels of payment, it would give other people confidence to confidence with the boycott to refuse to pay.
"They're going to try and hold out and not give the figures for as long as possible, in the hope that the figures increase."
