The Irish National Teachers' Organisation and the Irish Nurses and Midwives Organisation have rejected the possible extension to the Croke Park agreement.
Up to 95.5% of the INMO's members rejected the proposalsand the INTO's ballot showed that 69.5% of members are opposed to the deal.
INMO General Secretary, Liam Doran said the vast majority of its members have evaluated the proposals and found them to be "deeply flawed".
It comes after IMPACT accepted the deal this afternoon, but SIPTU rejected it.
A final decision will be made when the votes go to a meeting of the public services committee of Congress tomorrow, but the Government has already warned an overall 'No' vote will see legislation for pay cuts introduced.
The Public Service Executive Union supported Croke Park II as did the Prison Officers’ Association.
Other groups opposed to the cuts plan are the Medical Laboratory Scientists Association and the Technical Engineering and Electrical Union. The Irish Medical Organisation have urged their members to vote No.
