Up to 460 vacant social housing flats in Dublin cannot be used to house the homeless because they are too small.

Dublin City Council says work has begun to turn sets of two-bedroom flats into one-bedroom homes.

It comes as only three State-owned properties have been identified for emergency accommodation.
