The Taoiseach Enda Kenny has said the Government will not accept a Fianna Fáil bill which would stop banks from having a veto in any insolvency arrangement.
Kenny has said the bill from Fianna Fáil is unconstitutional and that it cannot be accepted.
He added the insolvency regime is working - but not enough people are engaging with it.
Kenny also said banks need to be more proactive in telling borrowers to go into the process if they are struggling.
