Finance Minister Michael Noonan says a number of decisions around water charges will be announced in the coming weeks.
Minister Noonan said that yesterday's meeting of the Economic Management Council concentrated on affordability of water for people and how to provide certainty for people.
His comments come as tens of thousands prepare to take to the streets across the country tomorrow in dozens of protest against water charges.
Minister Noonan said that the Opposition are latching onto the issue as it is the only thing they can criticise the Government on.
"The opposition parties have identified nothing on the Budget on which they have focussed," he said.
"They're having their last rally-round the water issue, because it's the last issue to which the opposition to the Government regards as a fruitful political issue.
"The Economic Management Council, we discussed it yesterday, and over the next couple of weeks, we will be announcing decisions."
