Tánaiste Eamon Gilmore has denied that a final draft of abortion legislation has been circulated to Ministers.
Eamon Gilmore was responding to reports in today's Irish Independent which has obtained a draft copy of the new Bill.
The legislation clearly states that in the case of a pregnant woman with suicide ideation, three doctors would be involved directly with the patient, and a further three doctors would review their decision.
The proposal has led to sharp differences between Fine Gael and Labour over the issue.
But Tánaiste Eamon Gilmore told the Dáil today that the legislation has yet to be finalised.
"This Government intends to act, after 20 years of no action, on an issue that is a very difficult issue for everybody, everybody knows that," he said.
"I think everybody knows as well that the preparation, the content of the legislation is something that requires care and attention.
"I expect that the heads of the Bill will be before Government shortly."
