Fianna Fáíl has launched plans to give every citizen a vote for the Seanad.
It has published a bill which would allow every Irish passport holder, including those living abroad, a vote in Seanad elections.
The party said the public's role in electing the Seanad can be expanded without needing to hold another referendum.
Party leader Micheál Martin said he will put the bill to a vote in the Dáil later this year, and that he was working with other interested parties to generate a consensus on the legislation.
