The head of a body representing people with intellectual disabilities and their families has said the HSE must ensure quality of life is provided for residents in care homes.

Paddy Connolly's comments come after complaints about two units of a care centre for people with disabilities in Roscrea, Co Tipperary.

Ten members of staff at the facility run by the Daughters of Charity have been put off duty. The Gardaí and HIQA have been notified of the complaint, and the HSE said a detailed investigation was underway.

The centre in Roscrea had been inspected by HIQA earlier this year.

CEO of Inclusion Ireland Paddy Connolly said the HSE needed to ensure standards were being met.

"People are not going to conduct those kinds of abuses while HIQA are present," he said.

"The real issue is how is the HSE ensuring that these kinds of centres are ultimately being closed - because that's the policy - or, while we're waiting for that process, to ensure these centres provide a quality of life for people?"

He said the process of closing unsuitable centres would take 20 years because there was no investment in it.
