Gormley considering new planning guidelines

The Environment Minister John Gormley has said he is considering using ministerial powers to block developers from building on lands which are at risk of flooding.
He made the remarks at the launch of new planning and flood management guidelines.
The minister expressed regret that voters had returned a large number of councillors in the local elections "who had a record of engaging in wreckless planning".
And he said he is considering stepping in to ensure that lands zoned for development on flood plains are not built on.
