There are reports that Enda Kenny will reveal the 'Working Family Payment Plan' at the Dublin Chamber of Commerce annual dinner this evening.
The plan aims to ensure that no one on social welfare payments will take home more money than they could earn at work.
The Irish Times report is again fuelling speculation that a November election may still be on the cards, despite Tánaiste Joan Burton saying last night that she did not think an early election was likely.
Asked if there would be a November election, as some commentators suspect, she said: "Well, I wouldn't bet on that, I don't know if you've been down to the bookies but I wouldn't bet on it."
