Lucinda Creighton has said that centralising the water system is a good idea.
However, the leader of Ireland's newest political party said that the objectives set out for Irish Water have been "abysmally abandoned".
Renua Ireland said that if elected to Government, they will abolish the entity and establish "a streamlined, independent organisation that will oversee investment in water".
However, Deputy Creighton said that people should pay for the excess use of water.
"I believe that Irish citizens are entitled to a basic amount of water for free ," she said.
"I think that it's a human right, I think that families should be able to provide water for their day-to-day activities etc., but I've no difficulty with charging for the excess use of water."
