It has emerged that an official complaint was made about spending at Hepatitis lobby group Positive Action more than a year ago.
In September 2013, officers at Pearse Street Garda station were asked to investigate the alleged misuse of public money by the organisation.
However, it has taken over 13 months for the concerns to become public.
An HSE audit found that the group received over €2m in public funding since 2009, but collapsed earlier this year with debts of over €100,000.
