The call came from the head of the Oireachtas Oversight Committee, Sinn Féin deputy Padraig MacLochlainn.
Justice Minister Alan Shatter will brief his cabinet colleagues this morning on the issue, after a meeting with Commissioners from the Ombudsman's office yesterday.
Last night the Garda Commissioner demanded clarification on a statement from the Ombudsman in which they said they found no evidence of Garda misconduct, after looking into "anomalies" on their system.
Padraig MacLochlainn was asked this morning about what he would do if he were in Alan Shatter's position.
"I would look for an independent investigation into all of this…and try to get to the bottom of who bugged those offices," he said.
"(It) is an extremely serious matter and I imagine in any other European country, that would be the focus."
