The Government's response to the rejection of the Croke Park agreement will be discussed when the Cabinet meets on Tuesday.
Both coalition parties insist the savings still need to be made in the public sector, but neither have committed to legislating for cuts.
According to reports today, Labour wants to see a clause introduced that would allow for a reversal of cuts if the economy improves.
Minister for Transport Leo Varadkar said everything is still up for discussion.
He said: "There are a number of options as to how the Government can respond to the decision of the unions to reject the Croke Park 2 proposals.
"We haven't actually discussed that yet, it will be probably discussed on Tuesday and I would prefer to have that conversation with my colleagues before I have it with the media."
