There is speculation that the Budget may contain a measure to allow people to claim back VAT if they use a reputable building contractor.

It would apply only to jobs costing between €5,000 and €30,000.

Tom Parlon of the Construction Industry Federation said if that's correct then it will help to stop cowboy builders in their tracks.

He said: "Our compliant, fully taxed individual companies have great difficulty competing against people who are operating in the black economy.

"We have pushed very hard over the past number of years for an incentive that particularly for the smaller works - home improvements and energy efficiency upgrades - that people would get their tax back."
