This YouTube clip, "Dear Mr Kenny - A Video Letter to An Taoiseach regarding Water Charges in Ireland", makes some points about the cost of setting up Irish Water - particularly the bill-paying aspect - while acknowledging social responsibility.
The clip claims the Government is spending €1bn on Irish Water's billing system, "not one euro of which will improve the water system".
After highlighting the various things which make up the cost, "let's not even mention the consultancy charges", the video again points out that none of the expenditure "will help improve the water infrastructure".
The film then explains how Irish Water was created as a separate entity to attract funding to improve the water infrastructure, but it then emphasises that this funding will be a debt.
"This debt is likely to come from foreign private investment," the video says.
"So now you have created a hugely indebted company with a cost structure that has massive debt to repay."
And how will this debt be repaid?
The clip concludes: "An increase in the bill charges. Either that or your plan is to give shares and therefore ownership in this new company in return for funding."
In other words: "Privatising Uisce or selling it because it will become such a drain on the Exchequer."
