Residential housing commencements fell 51% year-on-year in the first four months of 2015.
The study by Link2PLans, shows there has been a sharp nationwide decline in activity in the residential construction sector, but the overall trend remains positive.
However there is some optimism in the sector, with planning applications up by 18% during the first four months of this year.
Managing director of Link2PLans, Danny O'Shea said there was an increase in building activity at the start of 2014 which had distorted the figures.
"There was a rush to commence projects before the start of the new building regulations, which came into force on March 1," he said.
"(However,) we know the last quarter of 2014 showed an increase in commencements over the period…It would be fair to say to overall trend is slightly upward."
The number of planning applications for residential buildings is also on the increase. The research by Link2Plans shows that, nationally, applications are up by 18% compared to 2014.
Co Leitrim recorded the highest jump in applications at 64%.
