More than 3,000 new companies were established in April.
According to credit risk analysts VisionNet.ie, the number of real estate agencies rose by over a half; and there was an 11% rise in the number of new construction firms.
The number of commercial insolvencies fell by more than one quarter; and 126 new companies were established every day in April.
Managing director of VisionNet.ie Christine Cullen said: "Dublin accounts for most of the start-ups - one in every two.
"As a result of that, (Dublin) also accounts for more insolvencies - about 35%, which is down compared to this time last year. About 8% of insolvencies were in Cork and the rest were spread around the country.
"Some counties had no insolvencies at all, which is absolutely great news."
