The Junior Finance Minister Simon Harris has said Ireland's highest rate of income tax is proving a disincentive to work.
The 41% rate takes effect once a person's salary reaches €32,800.
Mr Harris' comments come as preparations begin on next year's Budget, which will be announced in October.
Minister Harris said he hoped consideration would be given to reducing income tax as part of the measures.
"People find they're working extra hours and overtime …and a lot of their money is being swallowed up in taxation," he said. "It's an obvious area to focus an examination."
