There are calls for the introduction of a digital number plate recognition system to cut down on uninsured drivers.
The Road Safety Authority has released figures which show one third of motorists in high-speed crashes in which someone dies, have no insurance.
Uninsured drivers cost the industry around €60m a year and add around €30 to each premium.
Michael Horan from Insurance Ireland, which represents the industry, said a digital system similar to the one in the UK is being developed here.
He said: "At the moment, an automatic number plate recognition system is under development between the insurance industry and the Garda Síochána, whereby through your reg number gardaí can tell whether the vehicle is insured or not.
"They have a device in their car if you're driving past, and the device shows you're driving uninsured the gardaí will stop you and you run the risk of a fine, penalty points and even a term of imprisonment."
