Jermain Defoe marked his return to the first team by securing a point for Tottenham in the Barclays Premiership match at Blackburn.
The England striker equalised from the penalty spot after Tugay was adjudged to have hauled back Hossam Ghaly.
Tugay, who had given Blackburn the lead, was sent off in the incident and Ghaly was later red-carded.
