Carthy killing report to be published

A long-awaited report into the fatal shooting of John Carthy after an armed siege with gardaí over six years ago is to be made public today.

Mr Carthy, who suffered from manic depression, was shot four times by two members of the Garda Emergency Response Unit outside his home in Abbeylara, Co Longford in April 2000.

The 27-year-old was shot as he walked in the direction of Abbeylara village holding a shotgun loaded with a single cartridge. His death followed a 25-hour armed stand-off with gardaí during which Mr Carthy fired several shots from the window of his house.

In 2003, the Barr Tribunal, headed by Justice Robert Barr, began looking into the circumstances of Mr Carthy’s death. Justice Barr heard evidence from 169 witnesses during 208 separate sittings, which concluded in December 2004.

It was confirmed last month that Justice Barr, who had originally intended to deliver his report by June 2005, had completed his findings.

Last month, Labour Party leader Pat Rabbitte questioned why the report was not yet published six years after the death. The TD said delaying the report was not showing respect to the Carthy family or the Oireachtas.

During its sittings, the tribunal heard evidence from gardaí, the family of Mr Carthy, doctors, psychiatrists and expert garda witnesses.

The tribunal examined the actions taken and decisions made by gardaí from their initial response to Mr Carthy to the fatal shooting.
