Dalton report recommends changes at Bord na gCon

A Government report into the controversial sacking of the chief executive of Bord na gCon, Aidan Tynan, has criticised management procedures at the Bord.

Mr Tynan was sacked by the chairman of the Bord, Pascal Taggart, in controversial circumstances last January.

Sports Minister John O’Donoghue commissioned Tim Dalton to investigate and compile a confidential report on the sacking and other practices at Bord na gCon.

The report, the findings of which are published in this morning’s Sunday Independent, calls for a fresh approach to the way business is run at the Bord.

It also says the sacking was carried out without the basic requirements of natural justice and could not have stood up to legal challenge.

Furthermore, the Dalton report says that Mr Taggart’s reasons for not publishing the details of drugs tests on greyhounds were not all that convincing.

It recommends that the publication of all positive tests be made mandatory.

The inordinate number of staff severance arrangements, which have cost more than €1m, are also highlighted by the report.

It says that in future the chairman of the Bord should only be appointed for a period of ten years instead of an open-ended term.

The Dalton report also recommends that the Comptroller and Auditor General should investigate a number of financial matters.
