Taoiseach reveals plans for shadow assembly in North

The Taoiseach Bertie Ahern has revealed plans to operate the Northern Assembly without an Executive.

Mr Ahern insists progress is being made in the deadlocked peace process.

He said that the Stormont Assembly could be set up, without an executive, on a temporary basis to move things on.

A joint-plan by the two governments on power sharing is expected to be published within three weeks.
